Infomatoa, Jayapura | The Papua Regional House of Representatives (DPR Papua) officially opened a plenary session to deliberate a series of Non-APBD Regional Draft Regulations (Raperdasi and Raperdasus) at the DPRP Building on Jalan Dr Sam Ratulangi, North Jayapura District, Jayapura City, Thursday (January 8, 2026). The session was chaired by First Deputy Speaker of DPR Papua Herlin Beatrix M. Monim and attended by around 100 participants, including Papua Deputy Governor Aryoko Alberto Ferdinand Rumaropen, senior provincial officials, security representatives, and members of the regional parliament.
Proceedings began with the singing of the national anthem, followed by an opening prayer. Attendance data presented by the DPR Papua Secretariat recorded 30 members present out of 56, with 24 members absent and two officially excused. In her opening remarks, Herlin Monim stated that the plenary session marked the formal start of discussions on several draft regional regulations proposed by both the executive branch and the DPR Papua. The bills include regulations on the Regional Energy Master Plan, Youth Affairs, Food Reserve Management, amendments to the regional government organizational structure, and a Special Regional Regulation on Special Autonomy Authorities. Additional draft regulations initiated by DPR Papua include amendments related to procurement for indigenous Papuan businesses and the protection of regional languages and literature.
“These draft regulations are part of the 2025 legislative program, but their formal deliberation is scheduled for the 2026 parliamentary session in accordance with applicable legislative procedures,” Herlin said, emphasizing the importance of in-depth review by parliamentary factions to ensure the regulations deliver tangible benefits for the people of Papua.
Deputy Governor Aryoko Rumaropen, delivering the executive explanation, underlined that the proposed regulations are essential instruments for regional development planning and governance, particularly in the first year of the current provincial leadership. He noted that seven draft regulations and one special regulation have undergone facilitation by the Ministry of Home Affairs, with several bills still under review at the national level.
“The provincial government and DPR Papua share a common understanding regarding the urgency of these regulations, especially those mandated under the Special Autonomy framework,” Aryoko said, expressing hope that the remaining draft bills could be prioritized during the current session.
The meeting also included the formal handover of legislative materials from the provincial government to the DPR Papua leadership, followed by a joint photo session. The plenary session was officially adjourned at 5:25 p.m. local time in a safe and orderly manner. A follow-up plenary session to hear factional views on the proposed bills was scheduled to take place later the same evening.
